PES Benchlearning Workshop

As part of the ESAP III project, implemented by the Regional Cooperation Council (RCC), representatives of the Labour and Employment Agency of Bosnia and Herzegovina participated in the workshop “PES Benchlearning Peer Review Process,” held in Belgrade in September 2026. The workshop brought together representatives of public employment services from Bosnia and Herzegovina, Serbia and Montenegro, with the aim of completing the third cycle of the Benchlearning assessment and peer review process of the public employment services in the Western Balkans.

The key areas discussed were the legal and institutional framework for the work of public employment services and coordination mechanisms, digitalisation and IT support within institutions, and communication with service users (unemployed persons and employers). Representatives from all participating countries shared their approaches and good practices in these areas.

On the second day, participants visited the Belgrade branch of the National Employment Service, where its working methods, branch organisation, and examples of good practices were presented.

The third day featured a final session during which the experts summarised the conclusions of the working groups and presented the good practices proposed by the public employment services. Representatives of the Employment Agency of Bosnia and Herzegovina highlighted cooperation with the non-governmental sector as a good practice, formalised through a Cooperation Agreement with more than 50 non-governmental organisations across Bosnia and Herzegovina.
