Negotiations on Unemployment Insurance Agreement held with FR Germany

Representatives of the Labour and Employment Agency of Bosnia and Herzegovina participated in the negotiations on the implementation of the Unemployment Insurance Agreement between SFR Yugoslavia and FR Germany organised by the German Federal Employment Agency on 22 and 23 April 2024 in Nuremberg, Germany. Bosnia and Herzegovina inherited this Agreement from the former SFR Yugoslavia by succession. The delegation of Bosnia and Herzegovina consisted of representatives of the Labour and Employment Agency of Bosnia and Herzegovina, FBiH Employment Service, RS Employment Service and BD BiH Employment Service. 
At the start of negotiations, delegations exchanged the information on the organisation of public employment services in Bosnia and Herzegovina, Serbia and Germany, relevant legislation, responsibilities and the exercise of unemployment rights, as well as the experience in the implementation of the Agreement to date, which was followed by an intense discussion on the implementation of the Agreement, the Administrative Arrangement for the implementation of the Agreement and the Reimbursement Agreement. 
The participants thoroughly analysed all crucial articles of the Agreement and the implementing acts, the reimbursement procedure, the possibility of introducing the electronic data exchange and the forms used in the implementation of the Agreement.  They also examined the contents of the Instruction on the rights and obligations of workers returning from temporary work in Germany to Bosnia and Herzegovina.
During the two-day negotiations, held in a warm and friendly atmosphere, the delegations reached consensus on all key issues of the Agreement and designated the Agency as the liaison body for the communication and the exchange of all documents relevant for the implementation of the Agreement via a single e-mail address that will be created for this purpose.  It was also concluded that the cooperation should continue through regular meetings of liaison bodies of the signatory countries.
